Østfold kollektivtrafikk (ØKT) is the public transport authority for Østfold county in south-eastern Norway. Established in 2002 and based in Sarpsborg, it plans and contracts the county's buses and school transport — and the passenger ferry out to the Hvaler islands.
The Hvaler ferry
ØKT is responsible for the Hvaler ferry (Hvalerferga), treated as part of the county road network. Sailing from Skjærhalden at the tip of Hvaler, it links the outer islands of the archipelago — communities such as Herføl and Lauer that have no bridge — carrying islanders, summer visitors, freight and vehicles (vehicles by booking). Its vessel M/S Torine is a modern hybrid-electric ferry.

Travel is bought through the ØstfoldBillett app or a travel card. ØKT continued as the county's transport authority through the 2020–2024 Viken super-county period and after Østfold was restored.
